In order to effectively implement the Tangshan Research Institute’s special development plan under the national “14th Five-Year Plan”, strengthen team building, and meet the needs of rapid institutional growth, the Institute aims to establish a recruitment mechanism based on two-way selection and position-person fit. To this end, the Institute held a mobilization meeting for all-staff appointments on the morning of June 13. Dean Wang Dayong and Vice Dean Yao Kai attended and addressed the meeting, which was attended by all faculty and staff. Vice Dean Dong Jingzhu presided over the meeting. Wang Dayong pointed out that the all-staff appointment initiative is a measure aimed at mobilizing the enthusiasm and initiative of all faculty and staff while enhancing cohesion. It is undertaken from the perspective of planning for the Institute’s long-term development, based on the previously established “14th Five-Year Plan” development strategy, strategic goals, and institutional positioning. This process has further clarified the internal organizational structure, staffing quotas, compensation system, and assessment methods. It seeks to optimize the organizational framework, with a focus on management, teaching, research, service support, and talent team building. He expressed hope that all faculty and staff would actively participate, take it seriously, observe discipline, subordinate personal interests to the broader goals, and ensure the orderly, stable, and successful completion of the appointment process. He urged them to use this as an opportunity to further their learning and enhance the overall quality of the team. Wang Dayong analyzed the current situation and challenges in the Institute’s development, outlined the follow-up work for this round of all-staff appointments, and emphasized that the Institute would strive for breakthroughs in areas such as talent cultivation, technological innovation, domestic and international academic exchange, high-end training, and social services. He called on all faculty and staff to unite with a strong sense of responsibility and commitment, work down-to-earth, and strive together to build a distinctive, domestically first-class, internationally aligned, and innovative university-local cooperation institute. Yao Kai provided an interpretation of the all-staff appointment policies, including the specific measures, workflow, and key timelines. He required all faculty and staff to accurately grasp the relevant requirements with a sense of ownership, participate and cooperate actively, and correctly handle the relationship between individual and organizational interests. Yao Kai emphasized that all departments and faculty must resolutely implement the decisions and deployments of the Institute, earnestly implement the spirit of this meeting, and complete this round of all-staff appointments as required by the end of June under the leadership of the Institute’s Appointment Work Leadership Group. He also stressed the need to ensure the orderly progression of the Institute’s daily operations throughout the process. Moving forward, the Institute will continue to refine a well-defined, efficient, and well-supported operational mechanism. This will ensure the Institute operates effectively and normally, accelerate the progress of all tasks, and contribute to supporting Beijing Jiaotong University’s “Double First-Class” initiative and promoting the high-quality development of Tangshan.
