Recently, Beijing Jiaotong University successfully convened its 12th Party Congress, charting a new blueprint and setting fresh goals for the university’s new journey. The School of Language and Communication Studies has thoroughly studied and implemented the spirit of the congress, comprehensively strengthening Party building within the school. Adopting a systematic approach to planning and development in talent cultivation, scientific research, discipline construction, faculty development, international exchange, and social services, the school is leveraging high-quality Party building to drive high-quality development, composing a new chapter in the school’s development under the “New Liberal Arts” paradigm.

Foundation for Development

Over the past five years, the School of Language and Communication Studies has continuously accumulated strengths in Party building, laying a solid foundation and establishing a framework for advancement.

The School Party Committee has steadfastly prioritized political development, consciously navigating with the “Four Consciousnesses,” strengthening foundations with the “Four Confidences,” and forging spirit with the “Two Upholds.” It has focused on integrating Party leadership throughout the entire process of the School’s development and teaching and education.

  1. Political judgment, understanding, and execution, continuously strengthened.

First, we strengthened the driving force of theoretical study by deepening the implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studied, publicized, and implemented the spirit of the 20th CPC National Congress, and continuously deepened the “Four Studies” mechanism (self-study, guided study, debate-based study, practice-based study) to achieve the “Five Incorporations” in theoretical study.

Second, we consolidated the driving force of political development by thoroughly implementing the university’s task list and implementation plan for strengthening Party political development.

Third, we enhanced ideological leadership by advancing the implementation of the college’s ideological work responsibility system. We strictly enforced a three-tier approval system for lectures and reports, and established a routine ideological review mechanism covering textbooks, student clubs, faculty recruitment, and other areas.

  1. The Party Committee’s political core role in overseeing the overall situation, fully exercised.

First, we deepened thematic education and major political responsibilities. We normalized the “Two Studies, One Action” campaign, and thoroughly implemented thematic education initiatives such as “Remaining True to Our Original Aspiration and Keeping Our Mission Firmly in Mind” and “Party History Learning and Education,” and “Studying and Implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.” It delivered satisfactory results with a high sense of political responsibility in major political tasks such as celebrating the 70th anniversary of the founding of the People’s Republic of China, the 100th anniversary of the founding of the Communist Party of China, the Winter Olympics and Paralympics, as well as in major “campaigns” like epidemic prevention and control and poverty alleviation.

Second, we strengthened the development of leadership teams and reserve cadres. We deepened the theoretical study group system, refined the rules for Party committee meetings and joint Party-government meetings, and advanced the effectiveness of these meetings through a “three-loop” checklist approach. Moreover, we implemented a supervision system to ensure the implementation of Party and government work. We have continuously deepened the “Growth Navigation Program” for young faculty members, identified and cultivated reserve cadres at the departmental level, and designated key tasks such as formulating the 14th Five-Year Plan as platforms for nurturing these future leaders.

Third, we comprehensively deepened the strict governance of the Party. We established a ledger to systematically address and resolve issues raised during inspections and tours, strengthened Party conduct and integrity building, implemented the dual responsibilities of Party members and administrative officials, and signed agreements to fulfill these responsibilities.

Fourth, we effectively enhanced the “Seven Capabilities” of Party Branches by implementing the standardization improvement plan for Party Branches under the School of Language and Communication Studies, specifically the “Party Branch Work Manual” standardization initiative. We intensified efforts to cultivate and develop Party members among key faculty, high-level talents, and returning overseas scholars, resulting in the development of one faculty Party member, four individuals completing Party School training, three identified as development candidates, and two completing advanced-level Party School training.

  1. Ideological and political education, further consolidated to foster roots and cast the soul.

First, we explored and refined the “Three-Pronged Education” mechanism by sharing student information across basic records, internships, academic support, career guidance, and psychological care to collectively foster student growth;

Second, innovative models and platforms for ideological and political education were developed, integrating discipline-specific strengths to reinforce ideological guidance. Multilingual editions of Xi Jinping: The Governance of China were provided to Party members and faculty, while online content promoting core socialist values was continuously produced. A social practice platform centered on targeted poverty alleviation and rural revitalization was established for students.

Third, we persistently enhanced faculty theoretical learning, integrating ideological and ethical evaluations into all stages of talent development, cadre cultivation, and appointment processes. Professor Li Jingping received a silver award in the university’s “My Story of Education” competition.

The College Party Committee produced a 30-episode animated micro-course on studying the 19th CPC National Congress, which became a national online tutorial.

The “Shangyuan Village No. 3” Visual Communication Studio was selected as one of Beijing’s first batch of Core Socialist Values Studios.

The “Yilu Xing Association of BJTU” Guizhou Duyun Practice Group won the first prize in the Top 100 National Capital College Student Social Practice Teams for Youth Service to the Nation and ranked first nationally in the China Soong Ching-ling Foundation’s public welfare projects.

During the 2018 Two Sessions, the collaborative work “China is Awesome” with People’s Daily New Media Center garnered over 1 billion topic views.

Film Fanatic Huang won the First Prize at the Sixth Chinese Dream Youth Film Festival and 13 other provincial and ministerial-level awards, and was selected as an observation film for the “Two Studies, One Action” campaign on the Party Members Network of the Organization Department of the CPC Central Committee.

Over ten works, including The Weight of a National Flag and Wang Jinhua, won awards in provincial and ministerial-level competitions such as the National College Online Ideological Education Excellence Showcase.

The English translation CHINA’S SECRET CODE, completed by our faculty Party members, was globally published to commemorate the 100th anniversary of the Communist Party of China, introducing the institutional strengths of China’s governance to the world.

The First Party Branch of public English was honored as a “Model Party Branch” at Beijing Jiaotong University, while the English Department Party Branch was recognized as a “Dual-Leader Studio.”

The school’s experience in course-based ideological and political education, “Pathways for Building Ideological and Political Education in Foreign Language and Communication Courses under the New Liberal Arts Paradigm,” was featured in a live broadcast on Xinhua News Agency, China’s national mainstream media, attracting 394,000 views.

Approved to establish the “Telling China’s Stories Well” Converged Media Studio, which collaborated with China Internet Information Center to produce the “Technology Empowering Rural Development” short video series, forming a joint working team with the School of Computer Science at Beijing Jiaotong University and China News Service.

The practical project “Telling Rural Data Stories: Digital Creativity Empowering Rural Cultural Communication and Agricultural Product Promotion” was recognized for its contribution to telling compelling rural revitalization narratives, winning the second prize in the Capital Universities Faculty and Students Service “Rural Revitalization” Action Plan.
